Applus Velosi Qatar is currently recruiting for secondment to Qatar Gas for the following position :
1. HEAD INFORMATION MANAGEMENT

• University / college degree with 10+ years of experience as an Information management / document control within a project organization.
• Knowledge with IT systems for the management of the Project LAN and databases
• Knowledge of Electronic Document Management Systems
• Recent (within the last five years) experience of information management on mega projects’ FEED and EPC phases (>USD$1G total capital expenditure)
• Plan, manage, coordinate and implement the North Field Expansion Onshore Project Information Management Plan
• Establishes and maintains procedures and guidelines for Document and Correspondence Control in Contractor’s Home Office
• Leads Document Control Centre (DCC) activities for Company in Home Office
• Ensures correct registration, distribution, controlled storage, quality control and timely retrieval of all project documents issues on site
• Responsible for ensuring Project compliance to management and protection of information including security of IT databases and firewalls for Company Confidential information
• Maintains logs for tracking transmittals and correspondence
• Manages hardcopy and electronic filing systems
• Works with Contractor to ensure alignment between PMT Information Management requirements and contract terms and conditions
2. MATERIAL & LONG LEAD EQUIPMENT ENG

• Hands on engineering knowledge in one of core discipline engineering (Mechanical / Piping etc.) coupled with professional qualifications in specialised equipment procurement
• Procurement and Design principles, theories, concepts and tools
• Qatargas practices, processes and expectations with respect to project controls
• Bachelor of Science in Engineering, Engineering Technology or Business Administration with relevant experience
• 15+ years of experience in the area of contracting, procurement and project controls with a minimum of 5 years working on the procurement of similar complex long lead item equipment such as gas turbines and compressors
• Minimum of five years experience associated with engineering, procurement and construction of onshore facilities
• Hands on experience in interrogating SmartPlant databases for Contractors Estimate validation and guide contractor to develop high-level modularized cost components
• Demonstrated experience in Brownfield Project execution and specific vulnerabilities associated with Cost and Schedule drivers.
• Responsible for Company design and engineering of contracts for various purposes in support of project objectives. Key contracts to include those for long lead item procurement, potential long term support agreements (LTSAs), development of EPC ITB package and tender process, as well as materials procurement in compliance with the Project Management System.
• Monitors the FEED Contractors performance in the area of materials and long lead item procurement and provides advice as necessary to make certain client’s objectives are achieved.
• Responsible for materials and long lead item procurement program and its processes
• Coordinates the timely development of EPC Invitation to Tender packages by FEED Contractor, owns EPC ITB process leading to successful aware of Early Site Works and EPC contracts.
• Reviews and endorses PMT’s procedures related to materials and long lead item procurement
• Coordinates materials and long lead item procurement work across PMT and with Qatargas supply function.
• Reviews Technical and Price Bid Evaluation process from a materials and long lead equipment perspective and prepared the Full Funding estimates.
3. COST SPECIALIST

• Hands on engineering knowledge in one of core discipline engineering (Process / Mechanical / Piping etc.) coupled with professional qualifications in Project Cost Estimation and Controls
• Project cost estimation and controls principles, theories, concepts and tools
• Qatargas practices, processes and expectations with respect to project cost estimation and controls
• Bachelor of Science in Engineering, Engineering Technology or Business Administration with relevant experience
• 10+ years of experience in the area of cost estimating, scheduling and project controls with a minimum of 5 years in coordination positions
• Minimum of five years experience associated with engineering, procurement and construction of onshore facilities
• Hands on experience in reporting on Contractors Estimate validation and guide contractor to develop high-level modularized cost reports
• Demonstrated experience in Brownfield Projects specific vulnerabilities associated with Cost and Schedule drivers.
• Responsible for Company cost estimation component of project controls throughout the FEED process and beyond. Ensures that the Project’s cost estimates are fully up to date and in line with the project schedule. Coordinates cost aspects of Project controls with other disciplines on the PMT, as necessary.
4. PLANNING & SCHEDULE SPECIALISTS

• Hands on engineering knowledge in one of core discipline engineering (Process / Mechanical / Piping etc.) coupled with professional qualifications in Project Planning and Scheduling
• Project Planning and Scheduling principles, theories, concepts and tools
• atargas practices, processes and expectations with respect to project planning and scheduling
• Bachelor of Science in Engineering, Engineering Technology or Business Administration with relevant experience
• 10+ years of experience in the area of cost estimating, scheduling and project controls with a minimum of 5 years in leadership positions
• Minimum of five years experience associated with engineering, procurement and construction of onshore facilities
• Hands on experience in reporting on Contractors Estimate validation and guide contractor to develop high-level modularized cost reports
• Demonstrated experience in Brownfield Projects specific vulnerabilities associated with Cost and Schedule drivers.
• Responsible for Company Planning and Scheduling component of project controls throughout the FEED process and beyond. Ensures that the Project’s Plan and Schedule are fully up to date and in line with the project schedule. Coordinates on Planning and Schedule aspects of Project controls with other disciplines on the PMT, as necessary.
5. HEAD TELECOM ENG

• Bachelor degree in Engineering (preferably with a major in Telecoms Engineering) with 20+ years of experience in discipline with at least 10 years demonstrated senior engineering experience in major capital projects
• Responsible for Company stewardship of high quality and complete Civil and Structural engineering deliverables from FEED Contractor. Ensures that the Project’s requirements for all telecoms and IT engineering deliverables are fully executed by the FEED Contractor per project schedule. Stewards telecoms and IT design aspects of the Project with other discipline leads on the PMT, as necessary.
• Provide Company stewardship of the FEED Contractor’s activities with respect to but not limited to telecoms engineering of admin and process area buildings, conventional communications networks, and emergency communications.
• Procurement as needed of Long Lead Items process related tagged items including preparation of specifications, bid evaluations, bid tabulations, bid recommendations, etc.
• Comply with design methods and safety factors and margins to be used in the design project. Reviews FEED design for correctness, compliance and operability for assigned area
• Review, evaluate and advise on telecoms design, simulation, 3D model review, vendor engagement, layout optimization, feasibility studies, Early Site Works, capacity reservation for brownfield interfaces including communications with offshore, compliance with design methods, safety factors. Reviews FEED design for correctness, compliance and operability, maintainability and reliability of all areas of telecoms engineering
6. BUILDING SPECIALIST

• Bachelor degree in Engineering (preferably Civil Engineering) with 15+ years of experience in discipline with at least 10 years demonstrated senior engineering experience in major capital projects
• Experience with EPC contractors, sub-contractors and vendors involved in the oil and gas industry
• Responsible for Company stewardship of high quality and complete Civil and Structural engineering deliverables from FEED Contractor. Ensures that the Project’s requirements for all civil engineering deliverables are fully executed by the FEED Contractor per project schedule. Stewards civil and structural design aspects of the Project with other discipline leads on the PMT, as necessary.
• Provide Company stewardship of the FEED Contractor’s activities with respect to but not limited to civil and structural engineering of buildings, foundations, pipe racks, lifting devices, flare stacks etc.
• Procurement as needed of Long Lead Items process related tagged items including preparation of specifications, bid evaluations, bid tabulations, bid recommendations, etc.
• Comply with design methods and safety factors and margins to be used in the design project. Reviews FEED design for correctness, compliance and operability for assigned area
• Review, evaluate and advise on civil and structural design, simulation, 3D model review, vendor engagement, Reliability and Maintenance Study, layout optimization, feasibility studies, road and drainage systems design, weight management, Early Site Works, compliance with design methods, safety factors. Reviews FEED design for correctness, compliance and operability, maintainability and reliability of all civil works and structures
7. PROJECT ACCOUNTANT

• Hands on engineering knowledge in one of core discipline engineering (Process / Mechanical / Piping etc.) coupled with professional qualifications in Project Accounting and Controls
• Project cost estimation and controls principles, theories, concepts and tools
• Qatargas practices, processes and expectations with respect to project accounting and controls
• Bachelor of Science in Engineering, Engineering Technology or Business Administration with relevant experience
• 10+ years of experience in the area of cost estimating, scheduling and project controls with a minimum of 5 years in coordination positions with Minimum of five years experience associated with engineering, procurement and construction of onshore facilities
• Hands on experience in reporting on Contractors Estimate validation and guide contractor to develop high-level modularized cost reports
• Demonstrated experience in Brownfield Projects specific vulnerabilities associated with Cost and Schedule drivers.
• Responsible for Company project accounting processes monitoring, tracking and reporting on project expenditures and forecasts. Ensures that the Project’s expenditure is fully up to date and in line with the appropriate accounting expectations. Coordinates expenditure tracking aspects of Project controls with other disciplines on the PMT, as necessary.
8. HEAD EARLY SITE WORK CONSTRUCTION

• Bachelor degree in Engineering with 15+ years of experience in a Project Execution related environment with broad experience of projects, engineering and operations
• Recent (within 2 years) experience of working in the field at Ras Laffan dealing with Brownfield Projects and Simultaneous Operations (SIMOPS)
• Responsible for coordination and alignment of engineering, quality and execution activities for Early Site Works construction of FEED Contractor and PMT
• Reviews/approves construction and commissioning deliverables for inclusion in the EPC and ESW ITB packages; Responsible to drive FEED Contractor for the timely completion of these deliverables
9. HEAD SHEs EARLY SITE WORK

• Bachelor degree in Engineering with 15+ years of experience in a Project Execution related environment with broad experience of projects, engineering and operations
• Provides visible safety leadership through leadership by example including responsibility for the implementation of the site ESW SHEs program including the SHES activity schedule for of all Site PMT personnel and ESW Contractor personnel
• Responsible for ensuring the ESW Contractor achieves the NFE Onshore Project SHE&S expectation through the implementation and sustainment of its obligations and responsibilities for SHE&S project deliverables.
10. HEAD VENDOR QUALITY SURVEILLANCE

• Bachelor degree in engineering or science
• Knowledge and/or Experience with 10+ years of experience in the oil and gas industry within a structured Quality Management System involved in Engineering or Procurement departments
• Worldwide experience with contractors in particular those involved in the construction of onshore LNG production facilities
• Excellent interpersonal and communication skills with a focus on teamwork and the ability to communicate and interact within a PMT
• Application and in depth knowledge of stakeholder specifications and a working knowledge of Industry standards
• Plan, manage, coordinate and implement the North Field Expansion Onshore Project Vendor Quality Surveillance Plan
• The VQSE works in accordance with the Procurement Surveillance Plan of the Project Quality Plan and is responsible for all aspects of equipment and materials quality at the Vendor or Sub-Vendor shops in the static equipment disciplines.
• As a full-time member of the PMT (assigned at the start of the equipment procurement phase) this a multi-disciplined engineering and quality role requiring significant practical and technical Qatargas specification knowledge and involves interfacing with PMT Quality, Procurement and Engineering staff to ensure purchased product meets the approved requirements.
• The VQSE ensures that quality and engineering issues for critical equipment (mainly high and medium design criticality) are identified, tracked and expeditiously resolved at the vendor’s to continuously improve effectiveness and to meet project delivery schedule.
• The VQSE also interfaces with those 3rd Party agency inspectors who may be assigned for adhoc or part-time visitation at selected manufactures during the FEED and EPC stages of work.
