1. Site Clerk (Coal-fired Power Plant)
Work Location: Bintan, Kepulauan Riau
Responsibilities:
• Assist in filing of documents or drawings via internal web-based filing system
• Responsible for filing of letters, drawings and reports
• Maintain confidential records and filing of reports, correspondence, statistics and related material for ease of retrieval.
• Type letters, reports and transmittals
• Provide administration assistance to the Project Manager and site engineers such as photocopying, binding of reports, arranging meetings, etc for the site office.
• Liaise with Project Manager and Site Engineers for daily operations.
• Arrange travel and accommodation through internal procedures whenever necessary.
• Use automated office systems to facilitate project research and meet work deadlines.
• Reports, specifications and Project Execution Plans information collating and formatting.
• Make travel arrangements for senior project engineer and other engineers.
• Monitor incoming mail, responding as appropriate or passing to the senior project engineer.
• Quality Assurance – Responsible for working within the provisions and guidelines of the Quality Assurance system relevant to the Business Unit.
• Safety – Responsible for personal safety safe working practices for the Business Unit. Understand and follow OH&S procedures.
Requirements:
• Minimum with tertiary education.
• Proficient in MS Word and Excel. Basic knowledge in PowerPoint would be an advantage.
• Candidates with local site experience are preferred.
2. QA/QC Coordinator (Coal-fired Power Plant)
Work Location: Bintan, Kepulauan Riau
Responsibilities:
• Supervise inspection activities and ensure continuous and effective quality control is exercised during construction, erection, installation testing and commissioning stages.
• Prepare, obtain approval, issue and implement company quality control (assurance) program manual in compliance with company requirements.
• As required by quality control program manual, perform activities such as audits, preparation of company standards, notification to management of quality problems, etc.
• Provide administrative and technical direction to all quality control personnel - includes personnel administration, resolution of technical problems, development/approval of in-house training, etc.
• Ensure the Quality Assurance process is properly set up at site and performance and progress is consistently monitored. Ensure the implementation of PQP and ITP effectively.
• Ensure that site key quality procedures are in compliance with contract quality requirements, relevant Codes/Standards and good site practices.
• Ensure all non-conformances are reported and recorded in order to facilitate corrective action and resolution.
• Participate in periodic quality audits/reviews on whenever required.
• Facilitate the project construction team with the quality system support and provide guidance to contractors on inspection/test requirements.
• Ensure all project QC records and documentation are completed and compiled by the contractors at the end of the project.
• Liaise with contractors’ QA/QC and Construction personnel to ensure compliance with project quality requirements.
• Liaise with CLIENTs Site personnel.
• Liaise with Certification Body at site to ensure regulatory compliance of Contractor activities and timely close all the comments.
• Attend weekly Site Progress meeting.
• Review contractors’ certification packs
• Review contractors’ RFQs and POs.
• Ensure compilation of MDR is progressing and is delivered at conclusion of the job.
• Assist in construction/fabrication control by performing quality surveillance checks and maintain the observation logs status.
• Send KTI’s, weekly and monthly reports to Quality manager in home office or engineering office.
3. Site Civil Engineer (Coal Fired Power Plant)
Work Location: Bintan, Kepulauan Riau.
Requirements:
• Bachelor Degree in Engineering in the specific discipline from a reputable institution.
• Minimum of 8+ year’s quality control (quality assurance) experience or equivalent and minimum 4 years of experience working on a Coal-Fired Power Plant project.
• Thorough knowledge of regulatory agency quality assurance/quality control activities.
• Proven ability to supervise personnel and excellent verbal/written communication skills required.
• QA / QC / Inspection, Knowledge of ISO 9001, AWS, ASME, ANSI and API codes
Responsibilities:
• Promote and drive the involvement of Construction in areas of technical design, schedule, preliminary execution planning, and cost estimating
• Develop and maintain a familiarity and appreciation of capability and ongoing work load Construction support providers / contractors.
• Develop and maintain functional responsibility for all construction and completions personnel with the region’s power sector
• Overall supervision of civil engineers and manages their technical competencies.
• Forecast requirement for civil engineering resources, and allocate those resources.
• Ensuring of civil design integrity of work scope and maintenance of standards.
• Prepare civil discipline man hour estimates to perform project tasks.
• Manage civil engineering design and any design changes within budget and schedule.
• Evaluate new technology advancements against existing design standards and revise where applicable.
• Promote cost reduction and productivity enhancing initiatives.
• Technical supervision of project designated civil designers and draftsmen in the execution of their duties.
• Prepare weekly civil progress and expenditure reports on a project specific basis.
• Benchmark civil design/drafting to identify areas of improvements.
• Manage design change within project budget and schedule framework.
• Check compliance with Alliance QA/safety/environment goals.
• Quality Assurance – Responsible for working within the provisions and guidelines of the Quality Assurance system
• Safety – Responsible for personal safety safe working practices. Understand and follow OH&S procedures.
Requirements:
• 10+ years of Site Civil Engineering experience with large Coal Fired Power Plant Projects
• Must have a least a degree in Civil Engineering
• Team player with excellent leadership.
• Communication skills – verbal, written – to report standard and presentation skills. Is able to communicate effectively and professionally in a range of situations and using sensitivity with peers and customers as required.
• Preference will be given to applicants who can demonstrate
• A thorough understanding of Project Engineering and Project Management processes and principles.
4. Mechanical Engineer – Balance of Plant (BOP) (Coal Fired Power Plant)
Work Location: Bintan, Kepulauan Riau
Responsibilities:
• Perform Resident Owner’s Engineer role on Site, reporting to the Resident Site Manager, and exercising technical coordination and monitoring of EPC contractor and EPC implementation to schedule and cost on behalf of the Client.
• Technical lead for all Balance of Plant requirements for the Power Plant construction and commissioning and its auxiliaries, its associated steam/water cycle and the related balance of plant, plus for main rotating equipment
• Regular monitoring and reporting of EPC progress against schedule and cost to client.
• Ensure quality of delivery through engineering and PM teams. Support QA/QS monitoring for the project in particular for fabrication/manufacturing, test/witnessing also at contractor facilities
• HSE compliance to Process and Procedures of WP and Client
• Liaison with third parties, contractors and sub-contractors to ensure compliance with scope requirements on behalf of the client
Requirements:
• Bachelor or Master Degree in Engineering in the specific discipline from a reputable institution.
• Minimum of 8 years work experience with an engineering consultancy and /or OEM/EPC contractor. Track record of completed Owner’s Engineer role assignments on site for the project duration.
• Fundamental knowledge of power plant engineering principles and technologies based on fossil-fired power generation and specifically coal-fired power plant.
• Specific knowledge and experience of coal-fired power plant including circulating fluidized bed and pulverized coal.
• Knowledge of balance of plant and interface engineering, package integration for total EPC coal-fired power plant delivery specific to the area of discipline expertise
• Experience in developing conceptual designs, project basis of design and feasibility studies, preparation of minimum technical specifications, tender dossiers for EPC. Review of EPC contractor submission documents. Experience in design review
• Experience in conducting and coordinating Owner’s Engineer role for construction monitoring/project management
• Fully conversant with applicable design and engineering standards, for example, ASME, BS, DIN etc.
• Mature IT skills base with Windows and knowledge and experience of proprietary software such as Gate-Cycle, Steam-Cycle, GT Pro, etc.
5. Site Electrical Engineer (Coal Fired Power Plant)
Work Location: Bintan, Kepulauan Riau
Responsibilities:
• Deliver discipline specific site engineering services that meet the company and, its clients and applicable statutory and regulatory requirements for the Coal-Fired Power Plant project.
Initiate, manage and ensure that all site electrical engineering work on project is being delivered on time and within budget.
• Perform discipline specific site engineering activities such as:
• Ensure the project scope is clear and that changes comply with project change management processes;
• Prepare project documentation such as proposals, estimates, budgets and schedules;
• Conduct appropriate studies, analyses and recommend actions;
• Prepare and oversee the production of detailed designs and drawings, specifications, data, calculations and reports;
• Participate in relevant meetings, prepare progress reports and follow required checking procedures;
• Provide assistance and advice during procurement, construction and commissioning activities.
• Provide construction support and perform pre-commissioning and start-up activities for Electrical systems when required.
• Check compliance with Alliance QA/safety/environment goals.

Responsibilities:
• Performing a resident Owner’s Engineer role on Site, reporting to the Resident Site Manager.
• Executing technical coordination and monitoring of contractor and implementation to schedule and cost on behalf of the client.
• Responsible for the Instrumentation & Control Systems for the project including installation, testing and commissioning for Coal-Fired Power Plants.
• Monitoring and reporting of all engineering and construction progress against schedule and cost to the client.
• Provide technical support, supervision and advice to the discipline team and project teams; participate in peer reviews; and consult with relevant resources as required.
• Review vendor drawings.
• Implement the P&ID requirements into Instrumentation & Controls design.
• Liaising with third parties, contractors and sub-contractors to ensure compliance with scope requirements on behalf of the client
• Check compliance with Alliance QA/safety/environment goals.
• Quality Assurance – Responsible for working within the provisions and guidelines of the Quality Assurance system
• Safety – Responsible for personal safety safe working practices. Understand and follow OH&S procedures.
Requirements:
• 10+ years of Instrumentation & Control Engineering experience with large Coal Fired Power Plant Projects.
• Must have at least a degree in Instrumentation or Electrical Engineering.
• Must have specific knowledge and experience of coal-fired power plant including circulating fluidized bed and pulverized coal.
• Must have relevant experience in conducting and coordinating Owner’s Engineer role for construction monitoring/project management
• Must have experience in developing conceptual designs, project basis of design and feasibility studies, preparation of minimum technical specifications, tender dossiers for EPC companies.
• Experience in reviewing of contractor submission documents and design review.
• Fully conversant with applicable design and engineering standards, for example, ASME, BS, DIN etc.
• Must have experience working with Windows based systems and knowledge and experience of proprietary software such as Gate-Cycle, Steam-Cycle, GT Pro, etc.
